Terms of Service

1. Introduction

These Terms of Service ("Terms") govern your use of the TachoPay platform operated by One91 Network Pte. Ltd. ("Company", "we", "us"), a company registered in Singapore (UEN: 201005367C). By accessing or using our website at tachopay.com and our services, you agree to be bound by these Terms.

2. Services

TachoPay provides a platform for purchasing mobile airtime (topup), data bundles, and paying utility bills for recipients in supported countries. Our services include:

  • Mobile prepaid recharge for operators worldwide
  • DTH (satellite television) recharges
  • Utility bill payments (electricity, gas, water, broadband, etc.)
  • Data bundle and plan purchases

We act as an intermediary between you (the sender) and the mobile operators or utility providers. We do not operate any telecom network or utility service ourselves.

3. Eligibility

You must be at least 18 years of age to use TachoPay. By using our services, you represent that you have the legal capacity to enter into a binding agreement and that all information you provide is accurate and complete.

4. Account Registration

Some features may require account registration. You are responsible for maintaining the confidentiality of your account credentials and for all activities under your account. You agree to notify us immediately of any unauthorized use.

5. Pricing and Payment

  • All prices are displayed in Singapore Dollars (SGD) unless otherwise stated.
  • The total amount includes the topup value converted at our prevailing exchange rate, plus a service fee (5% of transaction value or SGD equivalent of Rs 15, whichever is less).
  • Exchange rates and service fees are displayed before you confirm payment.
  • Payments are processed securely via Stripe. We do not store your card details.
  • By completing a purchase, you authorize the charge to your payment method.

5A. Account Balance and Card Payments

TachoPay operates a prepaid account balance system for purchasing digital recharge products:

  • Add Funds: You may add funds to your TachoPay account balance using a credit or debit card via our secure payment processor, Stripe.
  • 3D Secure: Card payments are protected by 3D Secure (3DS) authentication as required by your card issuer. You may be asked to verify your identity via your bank's authentication process.
  • Currency: All account balances and charges are in Singapore Dollars (SGD).
  • Minimum topup: SGD 5. Maximum topup: SGD 500 per transaction.
  • No card storage: Your card details are handled entirely by Stripe. TachoPay does not store, process, or have access to your full card number, CVV, or expiry date.
  • Account balance: Funds in your account are non-interest-bearing and represent a prepaid credit for purchasing digital products on the TachoPay platform only.
  • Non-transferable: Account balances cannot be transferred to another user or withdrawn as cash, except as refunds to your original payment method under our Refund Policy.

5B. Chargebacks and Disputes

If you believe a charge is unauthorized or incorrect, please contact us at support@tachopay.com before initiating a chargeback with your bank or card issuer. We are committed to resolving disputes promptly.

  • Filing a chargeback without first contacting us may result in suspension of your account pending investigation.
  • Fraudulent chargebacks (disputing a legitimate charge you authorized) may result in permanent account termination and may be reported to relevant authorities.
  • We maintain detailed transaction logs and 3DS authentication records to support dispute resolution.

6. Transaction Processing

  • Most topup transactions are processed instantly. Some may take up to a few minutes depending on the operator.
  • Bill payments may take up to 24-48 hours to reflect with the biller.
  • We are not liable for delays caused by operators, billers, or network issues beyond our control.
  • Once a topup is successfully delivered to the recipient's number, it cannot be reversed.

8. Prohibited Use

You agree not to:

  • Use our services for any unlawful purpose or to facilitate fraud
  • Provide false or misleading information
  • Attempt to gain unauthorized access to our systems
  • Use automated scripts, bots, or scrapers on our platform
  • Engage in any activity that disrupts or interferes with our services
  • Use stolen or unauthorized payment methods
  • Resell our services without prior written authorization

9. Intellectual Property

All content, trademarks, logos, and intellectual property on TachoPay are owned by One91 Network Pte. Ltd. You may not reproduce, distribute, or create derivative works without our prior written consent.

10. Limitation of Liability

To the maximum extent permitted by law, One91 Network Pte. Ltd. shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of our services. Our total liability shall not exceed the amount you paid for the specific transaction giving rise to the claim.

11. Disclaimer of Warranties

Our services are provided "as is" and "as available" without warranties of any kind. We do not guarantee uninterrupted or error-free service. We are not responsible for the quality of service provided by third-party operators or billers.

12. Privacy

Your use of TachoPay is subject to our Privacy Policy, which describes how we collect, use, and protect your personal information.

13. Modifications

We reserve the right to modify these Terms at any time. Changes will be posted on this page with an updated date. Continued use of our services after changes constitutes acceptance of the modified Terms.

14. Governing Law

These Terms are governed by and construed in accordance with the laws of the Republic of Singapore. Any disputes shall be subject to the exclusive jurisdiction of the courts of Singapore.
